California Sober Living and Recovery Task Force (CASLAR)

The California Sober Living and Recovery Task Force (CASLAR) was originally established in 2022 to find effective solutions to address issues surrounding the growing number of sober living and recovery homes across California and their impact on residential neighborhoods. Since that time, the CASLAR has grown into a large, bi-partisan  coalition of local and state elected officials, staff from southern California cities, county staff, law enforcement, subject matter experts, and residents who are working together towards the common goal of promoting short and long-term policy solutions that protect those in recovery, while preserving the character of residential neighborhoods.  

CASLAR has officially transitioned to a 501(c)(3) non-profit organization under the management of the Association of California Cities – Orange County (ACC-OC). This transition, along with the experienced management by ACC-OC will provide greater opportunities to advance legislative reforms for oversight, accountability, and protection of clients in sober living homes with the end goal of protecting both those in recovery and safeguarding the neighborhoods that have been affected.
