NOTICE IS HEREBY GIVEN that on Tuesday, January 23, 2018, at 7:00 p.m. in the City Council Chamber Building, 10200 Slater Avenue, Fountain Valley, California, the Fountain Valley City Council will conduct a Public Hearing on the following item:


Subject:   Fountain Valley Crossings Specific Plan Project - General Plan Amendment No. 15-01, Zone Change No. 428, Code Amendment No. 15-02, Fountain Valley Crossings Specific Plan and certification of the Final Environmental Impact Report

 

Project Location: The proposed Fountain Valley Crossings Specific Plan area encompasses 162-acres located south of Talbert Avenue, north of Ellis Avenue, east of Ward Street and west of the Santa Ana River (see map). 


Project Description: The City of Fountain Valley is proposing: a General Plan Amendment from Commercial Manufacturing with a Special Study Area overlay and Office Commercial to Specific Plan; a Zone Change to rezone 101 properties from M1 Manufacturing and CP- Commercial, Administrative, Professional Office to SP- Specific Plan; a Code Amendment to adopt the Fountain Valley Crossings Specific Plan; and certification of an Environmental Impact Report (EIR). The proposed Fountain Valley Crossings Specific Plan area encompasses 162-acres located south of Talbert Avenue, north of Ellis Avenue, east of Ward Street and west of the Santa Ana River. The purpose of the Fountain Valley Crossings Specific Plan is to provide a policy and zoning framework that will allow for additional land-use flexibility within the district. 

 

Planning Commission Recommendation: The City’s Planning Commission held a noticed public hearing on May 10, 2017, to consider the Final EIR and the Project, and adopted Resolution No. 17- 10 recommending the City Council certify the Final EIR and approve the project. 

 

Environmental Review: A Draft EIR was prepared for the project to assess potential environmental impacts and was made available and circulated for public review and comment for a period of 45 days from January 6, 2017 to February 22, 2017, pursuant to the provisions of the California Environmental Quality Act (CEQA). It also examined environmental impacts for alternatives to the project, as required by CEQA. Following public review of the Draft EIR, the City published a Final EIR on April 27, 2017. To address public comment on the Final EIR and make other revisions, the City recirculated portions of the EIR for a public comment period of 45 days from October 6, 2017 to November 20, 2017.

 

The City published a revised Final EIR on January 11, 2018. The revised Final EIR includes responses to comments on the partial Recirculated Draft EIR, as well as those portions of the EIR that were not recirculated, and clarifications and proposed text revisions to the Draft EIR and partial Recirculated Draft EIR in response to input received. The new information provided in the revised Final EIR does not constitute “significant new information” as defined in CEQA so as to further require recirculation of the Draft EIR or Final EIR.

 

The partial Recirculated Draft EIR and final EIR (collectively, the EIR) are available for review at City of Fountain Valley, Planning Division, 10200 Slater Avenue, Fountain Valley, CA 92708 or on the City’s website at www.fountainvalley.org.
