On January 25, 2020, a female victim reported she was walking east in the 8500 block of Warner Ave, Fountain Valley, when a male suspect pulled up alongside of her and asked if she needed a ride several times. The female declined each time. The suspect then exited his vehicle, began to follow the victim and attempted to grab and pick her up. The victim fought back and got away. The suspect then fled the area. Fountain Valley PD Officers and Detectives identified the suspect,
Waiel Ismael Rafoshamasha, a 23 year-old resident of El Cajon, and the vehicle, a gray 2004 BMW 528. Fountain Valley PD Detectives located Rafoshamasha in Huntington Beach and arrested him for attempted kidnapping. Rafoshamasha is known to travel between Sacramento and San Diego.
