Fountain Valley City Council approved the Outdoor Dining Pilot Program at the August 17, 2021 City Council Meeting of $200,000 (funding came from the County of Orange CARES Act). The City was required by the County of Orange to release the grant funding by November 30, 2021. The grant application was due by Friday, September 17, 2021. Nine property owners located in First Supervisorial District, Warner Avenue to north city limits, were notified about the grant, and City staff received six inquiries. The City received one project proposal from US Millennium, LP for Fountain Valley Town Center located at Brookhurst Street and Edinger Avenue. City Council approved a $200,000 grant to US Millennium, LP to construct a common outdoor dining area along Brookhurst Street and Edinger for Fountain Valley residents and visitors on October 5, 2021. The proposed project will create an attractive ambiance and safety for all. US Millennium, LP has until December 31, 2022 to complete the project or return the grant funding to the City. Congratulations to US Millennial, LP!

The Outdoor Dining Pilot Program provides funding to commercial property owner(s) for outdoor dining support programs that have suffered negative impacts due to COVID-19 and are located in the First District. The City requested property owner(s) to submit a proposal to design and construct an outdoor dining setup with a minimum of three adjacent retail pads. The desire was to create an attractive and efficient combined dining experience. The program was based on the availability of funds and property owner(s) may receive up to $200,000 in a grant by November 30, 2021. The funds are to be predominantly targeted for hard construction costs such as concrete, railings, bollards, and/or planters. The proposed project must be completed by December 31, 2022, or the awarded grant funds must be returned to the City.

To be eligible for the Outdoor Dining Pilot Program, property owner(s) must meet these criteria.

  • Located within Fountain Valley District 1 – North of Warner Avenue to city limits.
  • Active Fountain Valley business license and also have been in business prior to March 2020.
  • No active code enforcement violations.
  • Minimum three adjacent retail pads for outdoor dining proposal.
  • Outdoor dining project(s) to be completed by December 31, 2022, or the awarded grant funds must be returned to the City.
